As part of the Green Deal, the European Commission has developed tools to establish criteria for the procurement of refurbished equipment, taking into account a number of processes to maintain quality and competitiveness of ICT during its life cycle. One of the most important is the admission of refurbished devices, in the GPP (Green Procurement Plan), as a category of its own, with its own regulations and processes to purchase them. This specification is known by the acronym MEC (CAM stands for "Minimum Environmental Criteria") and intends to regulate the purchase of PCs or other devices by the European PA (Public Administration).

Some of the criteria include: 1. Warranty of at least 2 years, 2. Battery life, 3. Electrical performance, 4. Service contract. This is an important legal step forward in the development of a more circular ICT sector, extending the life cycles of goods and developing a secondary market with technical criteria and real economic value.
